Qatar’s Treme Community Revival Project Information Sheet

The Treme Community Revival Project is a project funded in total by the People of Qatar for victims of Katrina who resided prior to Katrina in the Treme Community (specifically, within the neighborhood bounded by Rampart Street, Esplanade Avenue, Broad Street, and Orleans Avenue). The project is administered by the local non-profit, Qatar Treme/Lafitte Renewal Project, LLC. A limited number of eligible houses in the project area will be selected for repairs sufficient to stabilize the building for safe and legal occupancy; repairs will be limited to such basic roofing repairs, drywall, sub-flooring, electrical and plumbing work, air conditioning/heating systems, and carpentry, as necessary to achieve a Certificate of Occupancy certificate for the house. Repairs will not include remodeling, redecorating, painting, landscaping, or other finish work. The Renewal Project, LLC, will administer the funds and contracts for repairs; homeowners will receive the benefit of the repairs, but will not receive any monetary proceeds.



Eligibility

The project is limited to moderate to low income owners of owner-occupied singles and doubles in the Treme neighborhood, who owned and occupied their Treme home as of August 28, 2005, who were displaced as a result of Hurricane Katrina, and who do not have sufficient insurance proceeds or financial means to bring their Treme home to a state of repair capable of achieving an occupancy certificate. Due to the limited amount of funding, not all eligible applicants will be selected to receive home repairs under the project. Eligible households will be chosen to participate in the project at the sole discretion of the Renewal Project, LLC.



Restrictions

The project is intended to enable selected eligible Treme resident homeowners and families to return to their homes. Prior to commencement of repairs under the project, eligible applicants selected for participation in the project will agree to reside in the house for five years following completion of repairs. Should a selected homeowner sell or cease to reside in the repaired house within those five years, certain repayment obligations for the cost of the repairs will apply. At the end of five years, the repayment obligation will be forgiven. If a selected applicant is the owner of a double and subsequently leases out part of the double, the homeowner will agree to limit the rent charged to a reasonable and affordable amount to be agreed upon between the homeowner and the Renewal Project, LLC. The participation in the project by a selected, eligible homeowner will be governed solely by a Homeowner Agreement executed by the selected participant and the Renewal Project, LLC.
